The Progress in International Reading Literacy Study (PIRLS) for 2021, which is traditionally conducted under the auspices of the International Association for the Evaluation of Educational Achievement (IEA) from the Netherlands and Boston College from the USA, showed that Montenegrin ten-year-olds are below the international average when it comes to reading.
