Over the years, several initiatives have been launched in Montenegro to engage young people. On paper, the system for youth participation is well-established and relatively developed. However, despite the existence of a legal and strategic framework, a gap remains between formal opportunities and the real influence young people have on decision-making. Their initiatives often lack institutional support and recognition.
