Republika Srpska has changed three governments in the past seven months. The last two have been identical in composition. Now the “mystery” of who has the authority to grant the mandate to form a government has supposedly been resolved, although there was never any real doubt. Today, after two resignations and two re-elections, there is no confidence in stability.
